The Homeowner Assistance & Reimbursement Programs (HARP) is now available in all eligible counties affected by flooding events in these areas.
You may be eligible.

Through HARP, homeowners can get the help they need to repair and rebuild their homes after the damage sustained from the 2018/2019 flooding disasters.
This housing program is administered by the GLO (Texas General Land Office) and provides homeowner assistance by:
- Reconstruction
- Repair and rehabilitate homes
- Improve damaged homes so that they are stronger against natural disasters
- Elevate homes above flood level
- Temporary relocation assistance
- Reimburse up to $50,000 for certain out-of-pocket expenses incurred for repairs to include:
- Reconstruction
- Mitigation
- Rehabilitation
- Repayment of SBA loans

If you are a homeowner affected by the 2018/2019 disasters living in one of the following counties you may be eligible for assistance:
Rio Grande Valley Region: Cameron, Hidalgo, Jim Wells, and Willacy
Southeast Texas Region: Chambers, Harris, Jefferson, Liberty, Montgomery, Orange, San Jacinto
